The Democratic Organizing Model

Welcome to the team! If you are a new Precinct Chair or Party Member, the task of reaching every voter in your neighborhood might seem daunting. That is why we use a proven grassroots organizing model. A Precinct Chair's job isn't to do it all alone—it's to build a team. By recruiting Neighborhood Captains (a modern, community-focused role replacing the traditional "Neighborhood Captain") and Super Volunteers, you can effectively organize thousands of voters.

1. Precinct Chair The elected leader who oversees the entire precinct strategy, sets the vision, and recruits Neighborhood Captains.

2. Neighborhood Captains Community leaders responsible for a specific, manageable "turf" (like an apartment complex, a neighborhood, or a few streets).

3. Super Volunteers Dedicated activists who support their Neighborhood Captain by block walking, making phone calls, and registering voters in their assigned area.

How the Math Works: The 5,000 Voter Precinct

Imagine your precinct has 5,000 registered voters. Trying to reach them all by yourself is virtually impossible. But look at how manageable it becomes when you build your team:

1 Precinct Chair recruits...
7 Neighborhood Captains. Now the precinct is divided into 7 separate turfs of roughly 714 voters each.
Each Neighborhood Captain recruits a random set of 1 to 5 Super Volunteers to help them.

If a Neighborhood Captain recruits an average of 3 Super Volunteers, that creates a team of 4 people for that turf.

714 voters ÷ 4 organizers = Only 178 voters per person!

By delegating to Neighborhood Captains and Super Volunteers, a massive precinct of 5,000 voters is completely covered through teamwork.

Elections are truly won or lost in the precincts. Precinct chairs are crucial to ensuring strong support for Democratic candidates and issues. Here are the main roles of a Precinct Chair.

🤝 Neighborhood Organizer

A Precinct Chair is the neighborhood organizer for the Democratic Party and an elected official with special duties.

You get to meet and help people in your neighborhood vote. You get to meet and help candidates get elected. The precinct is the smallest unit of our Party; however, it is the most essential unit.

🔍 Identify Voters (Canvassing)

The first step is to get a list of Democratic voters in your precinct. You will receive access to the Voter Activation Network (VAN).

Canvassing is the process of identifying voters and recording that information. Find out who your consistent Democratic voters are, who is a swing voter, and keep track of this data in VAN to help campaigns statewide.

📝 Register Voters

Always be ready to register a Democrat to vote by becoming a Volunteer Deputy Registrar (VDR).

You can help people register to vote, change their address if they've moved, or get a replacement card. It's a short, free training offered by the County Elections Office.

📢 Inform Voters

You're the political leader in your precinct. Let your Democrats know of Democratic events, issues, upcoming elections, and ways they can be active.

Be a distribution hub for campaign yard signs, Democratic literature, stickers, pins, and t-shirts to promote local, statewide, and national candidates.

🗳️ Get Out The Vote (GOTV)

Getting voters to the polls is our #1 priority. Remind your Democrats about voting dates, times, and locations.

Encourage every voter to vote early. Call them, send personal texts, and use Blockwalking (door-to-door outreach) which is the single most effective way to boost voter turnout.

⚖️ County Executive Committee (CEC)

As a Precinct Chair, you also sit on the County Executive Committee (CEC). Each county's Democratic Party is governed by the CEC.

You are a voting member representing your precinct. Your presence counts towards a quorum enabling official Party business to be conducted, rules to be made, and vacancies to be filled.
